Preparing moving records for tax assessment
Moving costs and German taxes: which documents to keep?
Keep more than the moving company's invoice. The reason for moving, agreed work, payment and any reimbursements also matter for tax assessment. An organised file helps distinguish employment expenses from private services and prevents the same amount being claimed twice.

1. Identify the reason for moving and the tax treatment
This guide helps prepare documents for a private change of home within Germany. It does not decide whether your particular move will qualify for tax relief. Business moves, maintaining two households, international cases and exceptional personal circumstances need their own assessment.
Employment expenses, known as Werbungskosten, reduce income from the relevant activity; they are not refunded euro for euro. Relief under section 35a EStG instead reduces income tax itself when its conditions are met. The same costs cannot be claimed both as employment expenses and as household services.
| Situation | What is assessed | What to retain |
|---|---|---|
| An employee moves for employment reasons | Employment expenses under section 9 EStG | Work-related reason, costs, payments and tax-free reimbursements |
| Private move using contracted services | Possible tax reduction under section 35a EStG | Qualifying household service, separate cost information, invoice and payment through an account |
| Mixed or special circumstances | Classification of individual items rather than a blanket statement | Full circumstances and records for the tax office or an authorised tax adviser |
2. Document the employment reason using your own records
A work-related move depends on the actual reasons, such as changing workplace or substantially reducing commuting time. Record what changed and when. A new address alone does not establish a connection with employment.
Wanting a larger home or a home office does not automatically make moving costs employment expenses. In judgment VI R 3/23 of 5 February 2025, the Federal Fiscal Court refused the deduction for a move to establish a home office for the first time. Costs of the home office and costs of changing home are separate questions.
- Keep the employment contract, transfer notice or relevant employer confirmation.
- Record the old and new workplaces and home addresses with the relevant dates.
- If claiming shorter travel, keep a clear record of commuting times before and after the move.
- Identify private reasons and special circumstances openly rather than inventing an employment reason later.
3. Separate services and payments for a private move
Keep payment evidence with the invoice. Your own time and a vehicle you merely hire yourself do not become a qualifying company service as a result.
The official examples list includes moving services for private individuals as possible household services. For qualifying services under section 35a(2), relief is 20 percent of eligible expenditure, up to 4,000 euros in tax reduction per year. This is not a discount on every moving invoice; the conditions and other services claimed during the year must be considered.
Qualifying labour costs include invoiced machinery and travel costs and the related share of VAT. Purchased cartons, new furniture and other goods do not qualify simply because they were needed for the move. Cost components should be identifiable from the actual invoice; do not invent your own labour percentage.
Section 35a(2) and (3) require an invoice and payment to the service provider's account. A cash receipt does not meet this payment requirement. Separately commissioned renovation or assembly work needs assessment according to its actual nature, rather than automatically being grouped with transport.
4. Keep these records together in one file
A quote shows the planned order, an invoice shows the work billed and payment evidence shows the actual movement of money. Keep these records linked. Add amendments, credit notes and reimbursements so the sequence remains understandable months later.
| Record | What to identify | Practical purpose |
|---|---|---|
| Quote and order confirmation | Contracting provider, route, date, agreed work and subsequent changes | Compare planned and actually invoiced work |
| Invoice | Customer, service provider, service date, description and identifiable cost components | Support the items submitted for assessment |
| Payment evidence | Payment date, amount, recipient and invoice reference | Establish payment through an account and its allocation; identify payments across year-end |
| Reimbursements and credit notes | Employer statement, funding decision, repayment or invoice correction | Establish the amount actually borne by you |
| Reason and change of home | Relevant employment documents, handovers, tenancy dates and registration confirmation | Support the timeline and tax classification |
5. Deduct reimbursements from the cost you bear yourself
Bearing 700 euros yourself does not mean paying 700 euros less tax. The effect depends on the correct classification and your overall tax position.
Tax-free employer reimbursements reduce moving costs deductible as employment expenses. Keep the reimbursement statement with the relevant invoices. Also record payments or commitments from other bodies and have their tax effect assessed, rather than declaring funded costs again in full as your own expenditure.
The following entirely hypothetical calculation demonstrates only how to reconcile records. It is neither a moving price nor a calculation of your tax refund. It assumes the cost can in principle be assessed as employment-related and the employer payment was tax-free.
| Entry in the record list | Amount | Supporting record |
|---|---|---|
| Paid moving invoice | 1,200 euros | Keep the invoice and payment evidence together |
| Tax-free employer reimbursement | 500 euros | Add the employer statement and incoming payment |
| Remaining cost borne by you | 700 euros | 1,200 minus 500; tax eligibility still needs assessment |
6. Do not confuse an allowance with the whole moving invoice
Flat-rate amounts may apply to certain miscellaneous expenses for employment-related moves. They are not a general moving allowance for every private change of home and do not automatically replace all costs. Check the applicable approach for your circumstances and moving date against official guidance.
Do not claim the same miscellaneous expenses both individually and through a flat-rate amount. Maintaining two households and temporary work away from the usual workplace have special rules; the tax administration explains that the miscellaneous moving allowances cannot be deducted in those cases. New furnishings and renovation do not automatically become such employment expenses because a move has a work-related reason.
- Sort records by cost category before choosing a flat-rate approach.
- Check the moving date and relevant household circumstances against the official amounts applicable to the case.
- Mark uncertain items clearly for review instead of entering them more than once.
7. Retain records and provide them clearly when requested
Hessen's tax administration explains the obligation to retain supporting documents: generally, records do not need to accompany an income tax return without being requested, but must be kept for enquiries. Follow specific instructions on forms and requests from the tax office. Retain documents until the tax procedure has concluded; additional statutory retention duties may apply.
Save readable files using the invoice number or your own record reference. Keep electronic originals as received, back up the file and keep paper documents legible. A photograph without an invoice reference or a bank statement without an allocation makes later questions harder to answer.
- Record invoice date, service date, payment date, amount and reimbursement for each item.
- Where year-end is involved, note when payment was made and check the appropriate tax-year treatment separately.
- Do not discard records relevant to an unresolved objection or amendment after the first assessment notice.
- Discuss tax records directly with the tax office or an authorised adviser; a commercial moving enquiry does not need your full tax file.
8. Ask the actual contracting provider for a clear invoice
Umzughilfen is a marketing and referral service based in Idstein for moving enquiries in the Rhine-Main area. The quote, performance contract, invoice and payment are directly with the independent partner identified beforehand. Discuss the work description, cost breakdown and payment route with that business in advance.
A referral, an invoice or its cost breakdown does not guarantee tax eligibility. Umzughilfen does not decide your tax deduction. Ask the tax office or an authorised tax adviser to assess unresolved points. We remain responsible for our own referral and data-protection obligations.
- Can the order, invoice and payment be linked clearly to the same provider?
- Are the work and any relevant cost components identifiable?
- Have all reimbursements and invoice corrections been recorded?
- Have you documented the employment reason, private element and unresolved questions separately?
Questions about moving costs and tax records
Can I get the whole invoice back through tax?
No full reimbursement follows from this. Employment expenses reduce income from the relevant activity. Section 35a can reduce income tax under its own conditions. Which items qualify and the actual effect need separate assessment.
Is a cash receipt enough for a private move?
Relief under section 35a(2) and (3) requires an invoice and payment to the service provider's account. A cash receipt does not replace payment through an account. This concerns that tax treatment, rather than being a general statement about every employment-expense record.
Does home working make all moving costs employment-related?
No. In VI R 3/23, the Federal Fiscal Court refused an employment-expense deduction for a move to establish a home office for the first time. A separate objective employment reason and the actual circumstances need assessment.
What if my employer pays part of the cost?
Keep the reimbursement statement with the affected invoices. Tax-free reimbursements reduce the corresponding deductible employment expenses. Check the remaining cost you bear and its tax treatment separately; do not declare the same amount twice.
Must I send all records to the tax office immediately?
Generally, retain the records and provide them when requested. Follow specific instructions and enquiries. The first assessment notice is not a blanket reason to destroy documents that remain relevant.
